A great deal has been published about what the UAE's healthcare advertising rules say, and far less about the steps a marketer has to follow to get a campaign live. Those are two different problems. This page sets out the shape of the process, meaning which approvals exist, the usual order they come in and the creative decisions that most often lead to rejection, so that a marketing team can plan around it from the start.

Healthcare advertising approval in the UAE usually involves several separate checks. The health authority that licenses your facility reviews the content, media rules apply to advertising published in the country, and the advertising platforms apply their own policies as well. Passing one does not mean passing the others, which is why the order matters.

First, confirm which regulator governs the facility

The authority depends on where the facility is licensed, for example an emirate health authority, a healthcare free zone regulator or the federal ministry. Everything that follows depends on getting this right, and it is the step most often assumed instead of checked.

Keep product approval separate from advertising approval

Where a product or medicine is involved, permission to sell it and permission to advertise it are separate processes with different owners. Campaigns stall when a team treats them as one.

Then check the media rules

Advertising content published in the UAE has its own requirements, separate from the health authority's clinical review. This is the step general agencies are most likely to miss.

Only then consider the platform

Google and Meta apply their own healthcare policies and certification requirements on top of local approval. Local clearance does not oblige a platform to carry the advertisement, and platform acceptance does not satisfy the regulator.

Prepare the creative with the rules in mind

Avoid superlatives, comparisons and anything that implies a guaranteed result. Include licence details where they are required, and use before-and-after images only with documented patient consent.

Common questions

Why do so many clinic campaigns get rejected?
In our experience, the common causes are superlatives and comparative claims, implied guarantees of results, before-and-after images without documented consent, missing licence details and brand names of prescription medicines. Almost all of these can be avoided at the brief stage, well before submission.
Is this legal advice?
No. It describes a marketing process and is written by marketers. The regulatory position for your facility should be confirmed with your compliance lead or legal adviser, and the requirements do change.
How long does approval take?
It varies by authority, by the type of claim and by how complete the submission is, so we do not quote fixed turnaround times. What you can control is sending a submission that does not need several rounds of changes.
Does approval in one emirate cover another?
Not reliably. Facility licensing and the relevant authority depend on location, which is why mapping your facility comes first.
Do social media posts need approval too?
Posts that promote a clinic's services are generally treated as advertising, so the same care applies. Your compliance lead should confirm which of your planned posts need approval before they are published.
Can you manage the whole approval process for us?
