Matching a requirement to a mill that can genuinely meet it, which is mostly a question of knowing which suppliers are good at what rather than of running a tender.
Quality assurance
Lab dip and strike-off approval, pre-production sampling, and inspection at levels chosen for the order rather than for appearances.
Landed cost
Incoterms taken deliberately, and cost understood from ex-factory through to landed. Demurrage and detention are managed rather than discovered.
Position risk
The desk buys on its own account. That means carrying the risk, which is also why the judgement is worth something.
