What it is

Nightlife marketing in Dubai works under a federal rule that bars any advertisement promoting certain restricted products in any form, directly or indirectly, and the products a venue is licensed to serve are among them. Dubai's own decree lists advertising them as a violation, and Meta, Google Ads, TikTok and Snapchat each refuse ads for them aimed at the UAE.

So we market a licensed venue on its kitchen, its setting, its music and events, its service and its daytime offer. The restricted products stay out of the pictures and the copy, prices included, and nothing we write invites anyone to consume them. That goes for a beach club, a bar, a lounge or a hotel restaurant.

None of this is legal advice. Take your counsel's view on any campaign, since whether a rule applies to a venue is for the authority or the platform to decide.

The advertising rules for licensed venues in the UAE

The federal rule is Article 33 of Cabinet Resolution No. 68 of 2024, the executive regulation of the Media Law (Federal Decree-Law No. 55 of 2023). It binds individuals as well as establishments, and it reaches media organisations too, including those in media free zones.

Item 9 bars any advertisement that promotes a list of restricted products in any form, whether directly or indirectly. The products a venue's licence covers are on that list, so a venue's marketing leaves them out entirely.

Item 6 requires an advertisement to be clearly identified as one, and item 7 requires any paid commercial relationship to be disclosed. Article 33 also bars any advertisement that breaches the media content standards of the National Media Authority (NMA), formerly the UAE Media Council. One of them reads: "Not to offend the prevailing values in society and observing the requirements of the public interest." The government portal u.ae says a breach of the Media Law may lead to administrative fines. It may also lead to closure of the media institution or cancellation of its licence or permit.

Dubai adds a rule of its own. Decree No. 1 of 2016 lists advertising these products in any manner, and sponsoring any event related to them, as a violation (Schedule 2, item 14). Under Article 6(a) its fines apply to "a person who commits any of the violations". The amounts date from 2016, so confirm them with your counsel. The licensed companies that supply these products may not advertise them in any manner, and they need written approval from the Dubai Police and the concerned entities to sponsor a related event (Article 5(a)). We keep that kind of sponsorship out of every event we promote.

Why a venue's ad can be refused with no product in it

For ads aimed at the UAE:

  • Meta does not allow ads for these products in the UAE. Its list of ads that promote them includes venues and events whose primary business model depends on selling them, and an invitation to such a venue.
  • Google Ads lets advertisers target these ads only at listed countries, and the UAE is not listed. Ads aimed at unlisted countries "will be disapproved", branding ads included.
  • TikTok marks events and establishments related to these products as "Not allowed" for the market group that includes the UAE.
  • Snapchat does not permit ads that promote or reference these products to target the UAE.

For bar marketing in Dubai, Meta's list is the line to read first, because it covers the venue as well as what the ad shows. An ad with only food and a pool in it can still fall under the policy, and whether a venue's primary business model depends on these sales is Meta's decision. Hence we plan the paid side so that a refused ad does not stop the campaign. Snap's test, whether an ad promotes or references these products, goes into the brief for any Snapchat campaign in the Gulf.

For organic posts, Meta shows content that invites people to such a venue only to adults 18 and over. Visit Dubai puts the legal age for these products at 21, above Meta's line, so we hold a venue's own social accounts to the same content rule as its ads.

What we build a venue's marketing on

We build a licensed venue's marketing on 5 things:

  • the kitchen and the menu, from the chefs at the pass to the plate
  • the setting, meaning the beach, the pool, the view and the design
  • music and events, each announced once its permit is issued
  • service, shown through the people who look after a table or a sunbed
  • day passes and family offers, where the venue runs them

Before a shoot, planned like any of our photography and video productions, we clear the restricted products from the tables and keep the shelves behind the counter out of frame, and the edit checks every frame again. A beach club has a further reason. Visit Dubai says consuming them is prohibited in public places other than licensed hotels and their restaurants, as well as in dedicated lounges, and a photograph cannot show where a licensed area ends.

Food has an approval rule of its own. Article 33, item 10(e), requires the relevant authority's approval for advertisements related to food products, and your counsel confirms which approval applies. The food side then works as it does for Dubai restaurants and their events, and an opening is a story for our PR and communications work. The content rule holds on every channel of our digital marketing.

Permits come before promotion

We announce an act or an event only after its permit is issued, since a permit can be refused and a post cannot be unseen. We track these permits from Dubai's Department of Economy and Tourism (DET):

  • An activity permit covers recurring entertainment at a venue, such as a musician, a band, shows or a temporary play area, for up to 3 months. Applications go in at least 1 working day before the activity starts.
  • An event permit is required for any venue or organiser holding an entertainment, sport, charity, religious or business event. It is issued within 5 business days of approval and payment.
  • A ticketed event also needs ticketing approval, and DET's definition takes in guest lists, free or paid.
  • A permitted event can be listed on the official Dubai Calendar, which we treat as a channel.

DET also states that free zone companies can only conduct events within free zones.

Physical advertising needs its own permit. Under Decree No. 6 of 2020, no one may display an advertisement in any advertising space in Dubai without first obtaining a permit, and the decree's advertising spaces include public beaches and boats. Article 11 requires the content to comply with Islamic Sharia and the Arabic text to fill at least 50% of the advertising medium. Websites and broadcast media sit outside this decree.

Creators and the Advertiser Permit

Anyone who advertises on social media in the UAE needs an Advertiser Permit from the NMA, "whether for financial compensation or not", and visitors need one as well as residents. Owners promoting their own business on their own accounts are exempt from the permit. Article 33 binds individuals all the same.

On a venue campaign we work to these rules:

  • we contract only with permit holders listed in the regulator's public database
  • each collaboration has a written agreement, and the venue gives the regulator a copy on request
  • a visiting creator comes only through a licensed UAE advertising or talent management agency, the only route to a Visitor Advertiser Permit, which lasts 3 months and can be extended to a total of 6 months
  • every post is labelled as an advertisement and discloses the paid relationship, as items 6 and 7 of Article 33 require

Item 9 applies to a creator's post as it does to the venue's own ad. Hence the brief for our creator partnerships carries the venue's content rule word for word.

Night swimming and the 2026 safety law

Beach club marketing in Dubai also answers to rules about the beach itself. Dubai Municipality recommends night swimming only in designated zones, and in 2023 it announced new night-swimming beaches in Jumeirah and Umm Suqeim. Under Dubai Law No. 2 of 2026 on public safety, the public must observe permitted swimming times at beaches. We do not show or describe swimming after dark unless the operator confirms in writing that it is permitted where the content places it.

The same law took effect on 1 June 2026. It sets rules for venues and events, including controls on noise levels, and it covers swimming pools and beaches. Affected parties have 2 years to comply, and the operator confirms the venue's position under it before we promote an event that leads on its sound.

When to come to us

  1. 01Your venue's ads have been refused under a platform's restricted goods policy, even with no product in them.
  2. 02You are opening a beach club or a hotel restaurant in Dubai and want the rules in the first brief.
  3. 03Your events go on sale or on social media before their DET permits are issued.
  4. 04You want to work with creators and need every permit and agreement checked before anything is posted.

What we do not do

  • Content that shows or names a restricted product, prices included.
  • Running or writing ads that invite people to consume restricted products.
  • Legal advice. Your counsel reads the rules for your venue.
  • Working with creators who do not hold an Advertiser Permit.

Common questions

Can a bar in Dubai advertise on Instagram?
Meta does not allow ads for the restricted products a licensed venue serves in the UAE, and its policy also counts ads for venues whose primary business model depends on selling them. Meta decides whether that describes a given bar. Article 33 applies as well, so take legal advice before any paid campaign.
Does an offer count as advertising a restricted product if the product is never shown?
Article 33, item 9, bars promoting these products in any form, directly or indirectly, and Dubai's decree covers advertising them in any manner. We write no such offers, and your counsel can say how the rules apply to what your venue already runs.
Does a creator need a permit if we only host them for a meal?
The NMA requires the permit whether or not the advertiser is paid, so we treat every hosted visit as a permit question. A visiting creator applies through a licensed UAE agency.
Does a free guest-list night need a permit?
DET counts any event that needs tickets, registrations, invitations or guest lists as ticketed, free or paid, and a ticketed event needs ticketing approval. Applications are processed within 24 hours, and a fee applies to any filed within 24 hours of the event.
